Where to Find All Armorial IDs for The Outer Worlds 2
The Protectorate Armory ID can be found here: Corpses of fallen Protection Force soldiers inside Skycutter A102. You'll find the first item next to a locked chest that requires 5 IDs to open, and the first item is on the body right next to the chest. Now all you have to do is find the rest. You don't have to rely on any skills or traits to do this, you just have to rely on your own awareness.
Pick up the Skycutter Entrance Key from the body next to the crate, then head back to the locked door near the way you came. Use the key to unlock the door and get ready to begin your search.
Protectorate Armory ID #2
Second ID is on. Corpse on the first floor of the Skycutter facility — Go out the previously sealed door you opened with the entrance key and jump out the window. The main body is located to the right of the large elevator shaft.It's guarded by some sentry turrets and automatic machines, so it's best to be prepared for a big fight. Use shock or corrosive damage if possible and try not to eat too many flying bullets.

The third ID is a few levels higher than the first ID.. Go upstairs until you meet two Raptidon Hunters. Take it out and climb up the ladder in the image above.
You'll see blood stains on the floor, and just past it you'll find a third body leaning against the rail next to the pillar.
Protectorate Armory ID #4
The fourth ID is 6th floor of Skycutter facility. From the previous ID location, use the stairs and hanging platforms to reach the comically long ladder that leads to the 6th floor. Here you'll find an elevator, and right next to it is a fourth body containing the Protectorate Armory ID and the key to the elevator itself. Obtaining these items and using the elevator will trigger a Raptidon ambush.

The fifth and final ID is: At the top of the Skycutter facility. Take the elevator to the 7th floor and go outside through the door there. You can find the last body on the balcony. In addition to the identification, the corpse also has instructions on how to power off the Skycutter. After interacting with a nearby terminal, turn it off. This will allow you to pick up the legendary Thunderstruck melee weapon from the electrical grid next to the corpse.

Thunderstruck is the most powerful reward you can get from this quest. This is especially true if you're running a melee build. It is a two-handed melee weapon. Each powerful melee attack fires an electric shockwave..
