Jujitsu is a profession with thousands of years of history. The core principle is that those who can cast out curses must protect those who cannot. If a person with cursed abilities uses their abilities to commit an act of murder, the Jujitsu authorities classify them as 'curse users' and sentence them to execution.

Curses have existed as long as humanity has existed. They are born from the negative emotions that humans experience. Since normal humans cannot control the cursed energy, the cursed energy seeps out of them and gives birth to cursed souls.
In early human history, cursed spirits caused great destruction and devastation. Those who can manipulate cursed energy are tasked with killing the curse. Eventually, these hunters codified their knowledge of curses and the techniques of killing them into jujitsu. Followers of Jujutsu became known as “Jujutsu Wizards.”
Jujutsu wizards were not as organized as they are today. In the early days of jujutsu magic, practitioners worked within communities separate from wider networks. However, as cursed souls are generated at an exponential rate, the burden on jujutsu wizards also increases. Thus, Japanese jujutsuists formed a unified front centered around the Great Three Families.
From that moment on, Jujutsu became an institution. Wizards worked with the Japanese government to protect the populace from curses and train new generations of wizards to do the same. For example, Jujutsu High receives funding from the Tokyo government, allowing students to attend tuition-free.
Most importantly, the core principle that Jujutsu wizards adhere to is that Jujutsu mages must protect non-jutsu mages. If a wizard intentionally violates this agreement, the title is forfeited.
Curse users are cold-blooded killers

Once we break down the basics of jujitsu magic, the definition of a “curse user” in JJK lore becomes clear. Moreover, Gege Akutami provided the definition directly in the Statute of Parliament. Jujutsu Kaisen Official Character Guide:

Curse users are criminals in the world of Jujitsu who use a variety of motivations to justify their actions. There are also opportunists like Jiro Awasaka who kill for money. Others are driven by idealism, like Suguru Geto. Lastly, young people who inherit cursed skills, like Junpei Yoshino, are more vulnerable to crime without the mentorship or training that jujitsu provides.
As for Junpei Yoshino, the founding of Jujutsu High School was a direct response to the rising rate of the cursed technology of the underworld pipeline from youth to criminal. People who are born with cursed talents but have no connection to the jujitsu world or powerful families are the most vulnerable to this radicalization, Yoshino being a prime example.

WARNING: The following section contains spoilers for Season 2, Episode 47, “The Shibuya Incident – The Door is Closed.”The conclusion of the Shibuya Incident story arc reveals the dire consequences of the events that occurred on the evening of October 31, 2018. Psuedo-Geto used Mahito's idle transformation skills to create more jujitsu wizards and then unleashed millions of curses on the world. A stage of widespread conflict.
The Jujutsu Council's reaction to the Shibuya incident is even more horrifying. Their first warrant calls for the death of Psuedo-Geto. This is an expected move. Unfortunately, the council indicted Masamichi Yaga, Yuji Itadori, and Satoru Gojo as conspirators, sentencing the former two to death and sentencing the latter to permanent confinement in prison territory.
Akutami recorded the ongoing feud between Gojo Satoru and the Jujutsu elders. It is clear that Gojo became a teacher in order to reform the jujutsu regime and create a faction of wizards to remove the elders from power.
Nonetheless, one might assume that the Jujutsu Council would advocate for Gojo's rescue if only to counter acts of terrorism in the quasi-ghetto. It is equally counterintuitive to throw Yaga under the bus despite her efforts to thwart Psuedo-Geto's will. These declarations prove beyond a doubt that the upper echelons of the Jujutsu world are at stake.
More importantly, if the Jujutsu Council can strip wizards of their titles without evidence or probable cause, what's to stop them from doing the same to dissenting wizards? The situation in the Jujutsu world after Shibuya makes the name ‘curse user’ even more ambiguous.
