The Marine Corps is one of the most powerful organizations. one piece. They were founded to prevent pirates and other criminals from affecting the lives of people around the world. There are many new recruits in the Marine Corps because they are evaluated as being on the side of justice.
Despite their incredibly high numbers, only a few marines can beat someone like Luffy, a Yonko. Even a veteran like Kizaru couldn't stop Luffy. With that in mind, here are all the marines that are stronger than Luffy.
To make things simpler, Prime versions of the characters were used.
Monkey D. Garp

Garp is the first name that comes to mind when there is a debate about the most powerful Marine Corps in history. He joined the Marine Corps decades ago and has since become one of the organization's most powerful fighters. During his prime, Garp fought against elite warriors Roger, Whitebeard, and Shiki.
Garp specializes in all types of Haki. He is particularly good at using Armament and Conqueror's Haki. By combining the two, Garp can create a powerful attack that can easily destroy a village. Garp gave audiences a glimpse of his powers in the Egghead arc when he went to rescue Koby from the clutches of the Blackbeard Pirates. Garp destroyed a large portion of Hachinos in his attack. Not even Kuzan could stop the teacher. Considering all his accomplishments, there's no doubt that Garp in his prime could easily wipe the floor with Luffy.
Sengoku

Sengoku is one of the veterans who joined the Marine Corps at the same time as Garp and Tsuru. It didn't take long for the three to make a name for themselves and rise through the ranks. Sengoku served as an admiral before being promoted to fleet commander. Once Sengoku took the position, he remained there until the end of the Paramount War.
Sengoku is an outstanding warrior who owns Hitohitonomi, Model: Daibutsu. It is a mythical animal-shaped devil fruit that transforms into a giant golden fire and dramatically increases physical abilities. Sengoku's Devil Fruit also allows him to emit shock waves from his palms. He used the ability to nullify Gura Gura no Mi based attacks when fighting Blackbeard at Marineford. Sengoku is skilled at using Haki. In fact, he was the first Marine confirmed to have a Conqueror Haki. Unfortunately, Sengoku never had the opportunity to use Haki in battle due to his limited screen time. But there's no denying the fact that he will win the fight against Luffy.
sakazuki

Sakazuki is the current fleet commander of the Marine Corps and is classified by many as one of the final villains of One Piece. He was hated by fans after killing Portgas D. Ace at Marineford. Afterwards, Sakazuki fought Kuzan in Punk Hazard for the position of Fleet Admiral. It was a bitter fight, but Sakazuki's magma was too hot compared to Kuzan's ice.
Sakazuki ate Magumagunomi, a Logia-type devil fruit that allows him to create magma at will. With the power of the Devil Fruit, he was able to fatally wound Whitebeard. He also used it to leave a large scar on Luffy's torso. In addition to Magu Magu no Mi, Sakazuki has also mastered the use of Armament Haki, as evidenced by his display at Marineford. Luffy and Sakazuki will likely cross paths at some point in the future, and if they both maintain their current level, the Marines will win.
Kuzan

Kuzan is a former Marine Corps admiral who left the organization after losing to Sakazuki at Punk Hazard. Kuzan competed to become Fleet Admiral, but was unable to advance due to the defeat of his fellow Admirals. Kuzan did not want to work under Sakazuki, so he left the organization and later joined the Blackbeard Pirates.
Kuzan is a former admiral and has tremendous power that can defeat most pirates. First of all, Kuzan possesses the Hiehienomi, a Logia-type Devil Fruit that allows him to create and control ice at will. He can use his devil fruit to freeze the ocean, making navigation easier. Kuzan's Hie Hie no Mi allows him to freeze opponents and even create giant ice structures. Kuzan also has access to Haki and can use an advanced version. So, it is not difficult for Kuzan to cause damage to other Devil Fruit users. Considering Kuzan's strength, it would not be an exaggeration to say that he could beat Luffy in a fight. But in the future the latter will replace him.

Kong is the Commander-in-Chief of the Marine Corps and ranks above the Fleet Commander in terms of authority. He also has jurisdiction over Shichibukai, Cipher Pols, and Enies Lobby. Considering his political authority, it is not at all surprising that he has strong loyalty to the world government.
Kong doesn't appear much in the story, so it's difficult to gauge his powers. However, it is worth mentioning that he served as an admiral and later became admiral of the fleet. The gong is likely to be a strong individual because a weak person can never be promoted.
