Sonic Team boss Takashi Iizuka said he wanted to give other side characters the Year of Shadow treatment, especially those who appear in the live-action film.

When Shadow Generations was revealed, it was very clear that this was done to tie in with his appearance in Sonic 3, and this was confirmed to be true when The Year of Shadow was announced. That year seems to have done wonders for Sonic Team. They'd be interested in doing this again for more characters beyond Blur Blur himself.
The Year of Amy seems inevitable as Sonic Team wants to spotlight the movie character.
Shadow's treatment wasn't a one-time thing.
As pointed out and translated by Twitter user Genki_JPN, Team Sonic's Takashi Iizuka recently appeared on a Brazilian game show to talk all things Sonic. Iizuka said that while The Year of Shadow was indeed influenced by the movies, the team wanted to choose a different theme each year to highlight different characters.
Iizuka also specifically mentioned that Sonic Team can “predict which characters will appear in upcoming movies” and that he wants them to take an active role. This essentially means that everyone in Sonic 4 will be able to get the Year of Shadow treatment. So far it's been Amy and Metal Sonic, but it certainly seems more likely that it will be Amy who takes the stage.
Year of Shadow also got his own game alongside his appearance in Sonic 3, but Iizuka's comments didn't fully confirm that each “Year of” character would get the same outcome. It's more likely to show up in merchandise a bit more, although its own standalone game (perhaps along with other remasters) would be pretty interesting.
